Implementation of network connection points

    After signing the agreement for telecommunications access, upon the request of the Operator, the process related to the implementation of the Point of Interconnection will begin. The implementation of the Point of Interconnection consists of the following basic steps:

     

    1. Examination of the request to build a new Network Connection Point — 3 weeks;
    2. Bilateral arrangements regarding the new Network Connection Point — 2 weeks;
    3. Arrangements regarding a space lease agreement at the T-Mobile Polska location — 4 weeks;
    4. Building of transmission by T-Mobile Polska — 5 weeks;
    5. Connecting the trial configuration — 2 weeks;
    6. SS7 signalling tests and connection recording tests — 5 weeks;
    7. Network Connection Point upgrade to the target configuration — 2 weeks;
    8. Commercial launch of the Network Connection Point — 2 weeks.

    If it is not necessary to perform one of the tasks specified above, the building and launch process is shortened respectively by the duration of this task. At the same time, T-Mobile Polska and the Operator will strive to execute the transmission with the use of their own resources. Nevertheless, in special cases, supporting transmission by a third party shall also be allowed. The period for building the transmission may exceed 5 weeks for reasons independent of the Parties.

    Upon the commercial launch of the Network Connection Point, telecommunication traffic can be exchanged.

    Points of Interconnection between the T-Mobile Polska network and the Operator network will be created based on the E1 links bundle. The minimum configuration of the Point of Interconnection is made of 2 E1 links and 2 C7 channels (understood as timeslots of 64kbit/s size).

    Before the commercial launch of the Network Connection Point, T-Mobile Polska and the Operator conduct functional tests. After receiving positive test results, bundles at the Network Connection Point are initiated.

     

    Collocation mode

    Collocation mode is aimed at Operators who wish to provide all telecommunications infrastructure between the commutation nodes of T-Mobile Polska and the Operator network. In the implementation of Point of Interconnection based on Collocation, we distinguish the following components of connection:

    • a transmission link fed by the operator to the T-Mobile Polska ODF on the line;
    • a telecommunication device installed in the Operator’s cabinet or T-Mobile Polska cabinet;
    • optical and electrical connection points originating from the Operator’s device terminated at T-Mobile Polska’s distribution frames.

    Technical specifications for implementation of the Collocation mode

    The Operator builds a Physical Point of Interconnection in the Collocation Mode based on the technical and organizational conditions provided by T-Mobile Polska and based on the project of the telecommunication devices installation of the Operator approved by T-Mobile Polska. The cost of adapting the T-Mobile Polska telecommunications infrastructure for the implementation of a Physical Point of Interconnection will be covered by the Operator requesting the Physical Point of Interconnection.

    A minimum of 8 E1 connections must be requested in order to implement the Collocation mode at the Physical Point of Interconnection.

    The Operator on its own and at its own expense shall prepare an installation draft, perform all work related to the entry of telecommunication cables to the T-Mobile Polska object, routing cables inside the building, and terminating cables at the T-Mobile Polska distribution frame. At the same time, the Operator is responsible for the installation work of telecommunications equipment and for making connections between the device and the T-Mobile Polska distribution frames.

    T-Mobile Polska undertakes the provision of technical and organizational conditions necessary to carry out construction of the Physical Point of Interconnection, supervise on-going works and provide space on the T-Mobile Polska distribution frames to be used for the implementation of the network connections.

    Telecommunications equipment installed within the Collocation Mode can be used for making connections only to network elements belonging to T-Mobile Polska.

    T-Mobile Polska allows the implementation of the Collocation Mode based on fibre optic cables entering into a T-Mobile Polska object and de-multiplexing service (no need for installing the transmission equipment of the Operator).

    Insurance in the Collocation mode

    Having an insurance policy guaranteeing coverage of any damages arising from the works performed by the Operator on the T-Mobile Polska site is required for implementation of the Point of Interconnection in the Collocation mode. In particular, the scope of the insurance policy should cover any insurance claims that may be made due to the operation of the Operator’s equipment at the site, as well as the work of the Operator’s staff on the T-Mobile Polska telecommunications infrastructure or of other operators with equipment present at the site.

    Collocation

    Within the building of Physical Points of Interconnection, T-Mobile Polska performs the following activities and processes:

    •          Technical Analysis – verification of the technical possibilities for the construction of the Physical Point of Interconnection;

    •          Supervision of Operator works – supervision of the installation and coordination of the works related to the construction of the Physical Point of Interconnection;

    •          Termination of the Fibre Optics at the T-Mobile Polska ODF – activity consisting in allowing the Operator to terminate their Fibre Optics at the T-Mobile Polska ODF;

    •          Termination of the cables at the T-Mobile Polska DDF – activity consisting in allowing the Operator to terminate their cables at the T-Mobile Polska DDF;

    •          Preparation of the T-Mobile Polska telecommunication infrastructure for Collocation – the service encompasses all the works related to the preparation of the T-Mobile Polska telecommunication infrastructure for installation of the Operator’s devices at a given T-Mobile Polska site.

     

    Within the maintenance service of Physical Points of Interconnection, T-Mobile Polska performs the following services (recurring services):

    •          Area sharing – the service consists in the provision of space for a telecommunication Operator cabinet. The size of the shared area for the telecommunications cabinet – the projection of the area taken up by the telecommunications cabinet together with the service area (front and rear access to the cabinet seen as a square with sides equal to the width of the cabinet);
    •          Electricity – the use of electricity by Operator devices installed at the site is calculated according to the following formula: Rated power of the devices x 24 x 30 x rate for kWh;
    •          STM-1 stream de-multiplexing (regardless of the number of 2 Mbit/s streams) – the services consist of the sharing of a T-Mobile Polska de-multiplexer for crossing the 2Mbit/s streams;
    •          Access to other parts of the T-Mobile Polska telecommunications infrastructure – the service consists of the provision of T-Mobile Polska telecommunications infrastructure (cable wells, entries, etc.) for the implementation of the Physical Point of Interconnection

     

    Fees for the above activities/processes carried out by the T-Mobile Polska within the Collocation Mode are defined individually.

    Lease of the Transmission Link mode

    The Transmission Link Lease is aimed at those Operators who wish to establish connection to the T-Mobile Polska network based on transmission links installed and leased from T-Mobile Polska.

     

    T-Mobile Polska distinguishes two types of transmission link leases:

    • Transmission Link Lease at the STM-1 level with de-multiplexing – providing the Operator with a transmission link of STM-1 bandwidth, de-multiplexed at the T-Mobile Polska exchange to the level of E1,
    • Transmission Link Lease at the E1 level – providing the Operator with a transmission link of E1 bandwidth.

    The condition for implementation of a Point of Interconnection in the Link Lease Mode by T-Mobile Polska is that the Operator each time verifies and accepts the technical conditions at the T-Mobile Polska site and covers the costs of starting of the Transmission Link Lease service (Installation fee).

    In the case of a Link Lease at the E1 level, the Physical Point of Interconnection is created on a digital distribution frame (DDF) and is compliant with the ITU-T G.703 standard.

    In the case of a Link Lease at the STM-1 level, the Physical Point of Interconnection is created on an optical distribution frame (ODF) or in the cable well. The Interface of the Point of Interconnection of SDH technology should be compatible with the G.957 standard.

    Fees for the above activities/processes carried out by T-Mobile Polska in the Transmission Link Lease mode are defined individually.

    Tests related to the initation of Points of Interconnection

    Before the commercial initiation of a Point of Interconnection, T-Mobile Polska and the Operator conduct functional tests according to the ITU-T recommendations, as well as billing tests. Positive test results allow for the upgrade of the Point of Interconnection to the target configuration.

    The conducted tests aim at confirming:

    • the compliance of technical parameters and communication and synchronization protocols,
    • the correctness of supporting all kinds of inter-network connections which are intended to be established during tests (mutual arrangements required),
    • the correctness and compliance of connections recording in inter-network traffic with respect to the agreed services.

    Services related to the activation and use of inter-network bundles

    After the transmission link is launched, switching operations essential for the initiation of the Point of Interconnection are implemented. The test configuration is initiated, which allows the execution of SS7 signalling tests and connection recording tests. Finally, after receiving positive tests results, the Point of Interconnection is upgraded to the target configuration.

    Within the use of the Point of Interconnection, the number of signalling and user links may be expanded or reduced, if need be.

    Within the activation of inter-network bundles, the following services have been defined:

    • creation of a bundle – a service consisting in the creation of a bundle of links from the T-Mobile Polska exchange to the Operator exchange at the Point of Interconnection;
    • removal of a bundle – a service consisting in the removal of a bundle of links from the T-Mobile Polska exchange to the Operator exchange at the Point of Interconnection;
    • creation or removal of an E1 link in a bundle – a service consisting in the creating or removal of an E1 link in an existent bundle of links at a Point of Interconnection.
    • creation of a signalling data link – a service consisting in the launching of a signalling link from T-Mobile Polska’s Signalling Point of Interconnection to STP or to the exchange of the Operator.
    • removal of a signalling data link – a service consisting in the removal of a signalling link from T-Mobile Polska’s Signalling Connection Point to STP or to the exchange of the Operator.
    • execution of a network interconnection, measurements and handing over for use – actions aimed at launching the interconnection of networks, including repeated measurements (if required) made so that the Point of Interconnection can be handed over for use.

     

    Within the use of inter-network bundles, the following services have been defined:

    • subscription fee for access to the T-Mobile Polska network (2 Mbit/s port) – a service available in the T-Mobile Polska commutation network which consists in providing access to the E1 commutation port in the T-Mobile Polska exchange, to which a 2Mbit/s link is connected in order to establish a Point of Interconnection with the Operator;
    • subscription fee for access to a 64kbps signalling channel linked to the T-Mobile Polska exchange – a service of access to the T-Mobile Polska network providing access to the C7 signalling terminal in the T-Mobile Polska exchange, to which a 64 kbps signalling link is connected in order to establish a Point of Interconnection with the Operator;
