Technical information about cooperation on call termination

    T-Mobile Polska, as part of the cooperation between telecommunications access operators, provides the basic service of network termination in the T-Mobile Polska network. This service is defined as a section of connection in the public land mobile T-Mobile Polska network from the Points of Interconnection to the called party within the T-Mobile Polska network.

    The correct implementation of call termination services in the T-Mobile Polska network depends on the fulfilment of the basic technical conditions related to:
    • the quality of the telecommunication traffic provided to the T-Mobile Polska network;
    • SS7 signalling in the T-Mobile Polska and the Operator’s networks;
    • telecommunication traffic registration at Points of Interconnection;
    • terms of exchanging telecommunication traffic.

    Technical specifications related to the quality of the traffic provided.

    Telecommunications traffic realized as a network connection should meet the following quality parameters:
    • the blocking access for dial-up connections ratio to operator networks, assuming compliance with principles of traffic exchange, measured during the Peak Traffic Hours, for each of the points of networks connections, cannot exceed 5%. The blocking of access to the operator networks is understood as not processing a call by a given network according to the following criteria:
    • no response to the SS7 IAM signalling packet;
    • request of link release, if the release cause relates to the codes of 010 class (ITU-T Q.850 recommendation).
    • The numerical value of the access blocking rate (ratio of blocked calls to the total number of call attempts which are routed to the Points of Interconnection) shall be counted every Working Day during 1 hour of the peak traffic hour in the operator networks.
    The response ratio will be computed according to the following formula:

    The ratio will be monitored 24/7 in total, separately for each direction. Any deviation or degradation of this ratio must be clarified by both sides.

    Technical specification related to the SS7 signalling

    1. To handle telecommunications traffic between the networks of operators, the SS7 ISUP signalling system version 1 will be used.
    2. The change of the signalling system for handling telecommunications traffic between T-Mobile Polska and operator exchanges to the SS7 ISUP version 2 system can be made with prior agreement between the parties
     

    Terms of telecommunication traffic recording

     
    1. Mutual settlements between T-Mobile Polska and the Operator in respect to telecommunications traffic exchange will be based on the registered traffic.
    2. Each Operator is required to install, at their own expense, the necessary equipment for recording telecommunications traffic, the data from which will be the base for settlements. Registration of telecommunications traffic connections will be carried out by operators in a continuous manner.
    3. The basis for determining the fee for each connection is the Real Connection Time. No fees shall be collected for not connected traffic and connections routed to standard verbal announcements
    4. Settlements for telecommunications traffic will be made on the basis of Real Connection Time, expressed in minutes calculated in a billing period, keeping in mind that a billing period is a calendar month..
    5. In the case of settlement of SMS traffic, the basis for settlement is the number of SMS messages terminated in the T-Mobile Polska network — sent from the SMSC of the Mobile Network Operator and delivered through Network Connection Points to the T-Mobile Polska network end users.
    6. For verification purposes, the Mobile Network Operator and T-Mobile Polska will record at least:
    7. An SMS message is considered delivered to the T-Mobile Polska Network when the T-Mobile Polska SMSC confirms reception of the message by the SMSC with the SMSC of the Operator.”
    • time and date of sending the SMS message;
    • sender number;
    • recipient number;
    • SMSC number from which the SMS message was transmitted.
     

    Terms of exchanging telecommunication traffic

    As part of cooperation between operators, the exchange of telecommunications traffic will be carried out according to the following rules:
    • connections initiated and terminated in the Operator network will not be realized by the T-Mobile Polska network;
    • telecommunications traffic of the Operator is received at the T-Mobile Polska exchange associated with an Interconnection Point;
    • telecommunication traffic should be directed according to the T-Mobile Polska Transit Areas. in each T-Mobile Polska Transit Area, at least one possible location of the Point of Interconnection has been defined.
    • if the network of any operator becomes the source of overloads on another network, the other operator shall be entitled to immediately introduce appropriate traffic limits in order to guarantee the required quality of traffic for its end users, as well as users of other operators connected to the operator network, and correct operation of network devices;
    • in case of an overload at the T-Mobile Polska Point of Interconnection, the Operator has the right to route telecommunication traffic through alternative means of connection. Detailed rules for telecommunications traffic management will be specified in the agreement for telecommunications access.
    • any Operator with which T-Mobile Polska cooperates agrees to route inter-network traffic and expand the bundles so that no more than 5% of the Total Connection Time generated by the Operator in a month be transferred through the networks of other operators, and that this is considered Excessive Traffic. The above apply to the termination of connections in the T-Mobile Polska network.
    • The Operator undertakes not to route SMS traffic incoming from subscribers (this does not apply to subscribers of networks of the Parties using international roaming) using networks of other operators to T-Mobile Polska through a Network Connection Point.
    • The Operator undertakes not to route SMS traffic to subscribers of T-Mobile Polska in other way than through a direct Network Connection Point.
     

    Forecasting of telecommunication traffic

    In order to maintain an optimum volume of T-Mobile Polska network resources used for the exchange of telecommunications traffic during the cooperation between operators, the Operator will be required to submit forecasts of telecommunications traffic.
    The mechanism forecasting telecommunications traffic incoming to the T-Mobile Polska network involves the Operator delivering, once every six months (in January and July of each calendar year), forecasts for the next 12 months relating to telecommunications traffic incoming to the T-Mobile Polska Network.

    Technical information about cooperation on SMS termination in the T-Mobile Polska network

    The SMS termination service in the T-Mobile Polska network involves delivering SMS messages originated in the Mobile Network Operator network or by the end user of the Mobile Network Operator, who currently is in active roaming in another network, to the T-Mobile Polska network end users.
    Delivering an SMS message to an end user of the T-Mobile Polska network means transmission, through the T-Mobile Polska network, of an SMS message originating in the Mobile Network Operator network or by an end user of the Mobile Network Operator who currently is in active roaming in another network, received from the SMS centre of the network of the Mobile Network Operator, to:
    • The end user of the T-Mobile Polska network in the T-Mobile Polska network.
    • The end user of the T-Mobile Polska network in active roaming in a another network if the T-Mobile Polska network is responsible for delivering the SMS message to that user, i.e. if the SMS Home Routing functionality is used to deliver this message.
    • The end user of a telecommunications entrepreneur providing services in mobile public telephone network using radio network infrastructure of the T-Mobile Polska network if the T-Mobile Polska network is responsible for delivering the SMS message to that end user, i.e. if the SMS Home Routing functionality is not used by the entrepreneur to deliver this message.
    In order to provide the telecommunications access for the provision of SMS termination services, the Operator and T-Mobile Polska are obliged to comply with the following rules related to the use of the network:


     

    • T-Mobile Polska shall not be liable for the content of the SMS messages terminated in the T-Mobile Polska network. This also includes use of alphanumeric IDs;
    • the telecommunications traffic between the network of the Operator and the network of T-Mobile Polska related with the termination of SMS messages is measured both by T-Mobile Polska and the Mobile Network Operator;
    • T-Mobile Polska and the Operator will cooperate in matters related with the SMSC numbers and to ensure the compatibility of their networks within this scope;
    • The SMS sending service is carried out according to the standards: 3GPP TS 23.040 and 3GPP TS 29.002 as well as others, specified in these standards;
    • the SCCP protocol is used for sending SMS messages between the operators, including for performance of the SMS termination service;
    • exchange of signalling traffic used for performance of the SMS termination service occurs through signalling link bundles dedicated to handling SCCP traffic, terminated at the following Network Connection Points:

    • 03-236 Warsaw, ul. Annopol 3
    • 62-052 Komorniki, ul. Stanisława Nowaka 9 DZ 7461;
     
    • it is required to set up signalling link bundles for at least 2 of the Network Connection Points specified above, located in different places;
    • rules of dimensioning and expansion of link bundles for traffic related with the SMS termination service are analogous to those for SS7 bundles at Network Connection Points;
    • only the traffic related with the SMS termination service and other SCCP traffic that T-Mobile Polska has agreed to may be exchanged through the link bundles at Network Connection Points through which exchange of signalling traffic will be taking place. T-Mobile Polska shall have the right to block traffic that is not associated with the SMS termination service and to which T-Mobile Polska has not agreed.
